海南省高新技術(shù)企業(yè)“精英行動”實(shí)施方案
Implementation Plan for the “Elite Action” of High-tech Enterprises in Hainan Province
為加快推進(jìn)高新技術(shù)產(chǎn)業(yè)發(fā)展，落實(shí)好省委、省政府有關(guān)工作部署，根據(jù)《海南省以超常規(guī)手段打贏科技創(chuàng)新翻身仗三年行動方案（2021-2023年）》（瓊府辦〔2021〕24號），決定開展高新技術(shù)企業(yè)“精英行動”，加快培育一批標(biāo)桿企業(yè)，特制定本實(shí)施方案。
This Plan is formulated in accordance with the Three-Year Action Plan for Winning the Science and Technology Innovation Battle by Extraordinary Means in Hainan Province?(2021-2023) (Qiong Fu Ban [2021] No. 24), to accelerate the development of high-tech industries, implement the relevant work plans of CPC Hainan Provincial Committee and the People's Government of Hainan Province, implement the “Elite Action” for high-tech enterprises, and promote the incubation of a number of benchmarking?enterprises.
一、總體思路
I. General Guidelines
以習(xí)近平新時代中國特色社會主義思想為指導(dǎo)，深入貫徹習(xí)近平總書記“4·13”重要講話精神、中央 12號文件及《海南自由貿(mào)易港建設(shè)總體方案》要求，在高新技術(shù)企業(yè)中，發(fā)現(xiàn)一批擁 有獨(dú)創(chuàng)技術(shù)、具有較強(qiáng)創(chuàng)新發(fā)展?jié)撃?、市場發(fā)展前景良好的“種子企業(yè)”，培育一批成長速度快、創(chuàng)新能力強(qiáng)、專業(yè)領(lǐng)域新的“瞪 羚企業(yè)”，遴選一批引領(lǐng)作用大、產(chǎn)業(yè)帶動強(qiáng)、創(chuàng)新能力強(qiáng)、上市前景好的“領(lǐng)軍企業(yè)”，培育我省高新技術(shù)企業(yè)的“精英梯隊(duì)”，樹立科技創(chuàng)新標(biāo)桿企業(yè)，促進(jìn)政策、人才、技術(shù)、資金、公共服務(wù)等創(chuàng)新要素向企業(yè)聚集，提升企業(yè)自主創(chuàng)新能力，增強(qiáng)企業(yè)核心競爭力，促進(jìn)我省高新技術(shù)產(chǎn)業(yè)快速健康發(fā)展，為海南自貿(mào)港?高質(zhì)量發(fā)展提供有力支撐。
In accordance with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Keynote Speech by President Xi Jinping on April 13, Central Document No.12?and Master Plan for the Construction of Hainan Free Trade Port, great efforts shall be made to: identify a group of seed enterprises with original technologies, great innovation and development potentials, and promising market prospects among high-tech enterprises; cultivate a group of “gazelle enterprises” featuring?rapid development, strong innovation ability and new specialized fields; select a group of “l(fā)eading enterprises” with great leading role, strong industrial driving effect, high innovation ability and bright?market prospects; incubate an “elite echelon” of high-tech enterprises in Hainan; establish benchmarking enterprises in science and technology innovations; promote the gathering of innovation factors such as policies, talents, technologies, capitals and public services to enterprises; enhance the independent innovation ability of enterprises; strengthen the core competitiveness of enterprises; boost?the rapid and healthy development of high-tech industries in Hainan; and provide strong supports for the high-quality development of Hainan Free Trade Port.
二、主要目標(biāo)
II. Main Objectives
圍繞著數(shù)字經(jīng)濟(jì)、石油化工新材料和現(xiàn)代生物醫(yī)藥為重點(diǎn)的 三大戰(zhàn)略性新興產(chǎn)業(yè)及南繁、深海、航天為主的三大未來產(chǎn)業(yè)等高新技術(shù)產(chǎn)業(yè)重點(diǎn)領(lǐng)域，實(shí)施高新技術(shù)企業(yè)“精英行動”，力爭到2023年初步建立高新技術(shù)企業(yè)“精英梯隊(duì)”，全省“種子企業(yè)”達(dá)200家，“瞪羚企業(yè)”企業(yè)達(dá)50家，“領(lǐng)軍企業(yè)”達(dá)20家，若干企業(yè)進(jìn)入上市培育庫，形成一批新興產(chǎn)業(yè)的領(lǐng)跑者、轉(zhuǎn)化升級的示范者和大企業(yè)大集團(tuán)的后備軍。突破一批行業(yè)共性關(guān)鍵技術(shù)， 開發(fā)一批具有自主知識產(chǎn)權(quán)、技術(shù)含量高、市場占有率居前列的產(chǎn)品，全省高新技術(shù)企業(yè)創(chuàng)新動力、創(chuàng)新活力和創(chuàng)新能力得到顯著提升，科技創(chuàng)新對新舊動能轉(zhuǎn)換和高質(zhì)量發(fā)展的支撐作用進(jìn)一步增強(qiáng)。
This Plan is to implement the “Elite Action” among high-tech enterprises in important fields of high-tech industries such as the top three strategic emerging industries?(i.e., digital economy, new petrochemical materials and modern biomedicine) and the top three industries of the future (i.e., seed breeding, deep-sea and aerospace industries), establish the “elite echelon” of high-tech enterprises by 2023, including 200 seed enterprises, 50 gazelle enterprises?and 20 leading enterprises, and admit several enterprises to the Incubator, thus incubating the leaders of emerging industries, the demonstrators of industry transformation and upgrading, and a reserve army of large enterprises and groups. In addition, this Plan also aims to make breakthroughs in a number of common key technologies, develop a number of new products with independent IP rights, high technology content and high market share, help high-tech enterprises to improve their innovation impetus, innovation vitality and innovation capacity, and further enhance the role of science and technology innovation in supporting the old and new dynamic energy transformation?and the high-quality development of relevant industries.
三、申請入庫要求和條件
III. Requirements and Conditions for Applying for Admission to the Incubator
高新技術(shù)企業(yè)“精英行動”按照企業(yè)的不同發(fā)展階段、層次 及培育發(fā)展目標(biāo)，從創(chuàng)新能力、研發(fā)水平、發(fā)展?fàn)顩r等方面分層 次擇優(yōu)培育一批標(biāo)桿企業(yè)。
According to the different development stages, levels and objectives of the enterprises, the “Elite Action” for high-tech enterprises will incubate a group of enterprises withhigh?innovation capability, R&D strength and development potentials.
（一）申請入庫要求
(I) Requirements on application for admission
1.?在我省依法設(shè)立、實(shí)質(zhì)經(jīng)營，具有獨(dú)立法人資格的有效期 內(nèi)高新技術(shù)企業(yè)。
1. The applicants shall be high-tech enterprises established and operating in Hainan in accordance with applicable laws and regulations, with independent legal personality and within the validity period.
2.?符合申報(bào)類型企業(yè)的入庫條件，有健全的管理制度，穩(wěn)定 的技術(shù)、經(jīng)營管理團(tuán)隊(duì)，良好的生產(chǎn)經(jīng)營和信用狀況，近三年無 重大環(huán)境、生產(chǎn)、質(zhì)量安全事故，未發(fā)生科研嚴(yán)重失信行為，且 未列入嚴(yán)重違法失信企業(yè)名單。
2. The applicants shall meet the admission requirements, have a sound management system, stable technical and management teams, healthy production and operation status and sound credit standing, without major environmental, production and quality safety accidents in the past three years, and never commit any serious dishonest acts in scientific research or be included in any list of enterprises with serious illegal and dishonest acts.
3.?優(yōu)先支持屬于海南省高新技術(shù)產(chǎn)業(yè)中的南繁、深海、航天、 數(shù)字經(jīng)濟(jì)、石油化工新材料、現(xiàn)代生物醫(yī)藥等重點(diǎn)領(lǐng)域企業(yè)。
3. Priority support shall be given to enterprises in key fields such as the seed breeding, deep-sea and aerospace, as well as digital economy, new petrochemical materials and modern biomedicine.
4.?由企業(yè)自愿自主申報(bào)，按擇優(yōu)入庫原則進(jìn)行評選入庫。
4. Enterprises shall be screened and admitted to the Incubator in the principle of voluntary application and selective admission.
（二）申請入庫應(yīng)同時具備如下條件
(II) Enterprises making an admission application shall meet the following requirements
1.?種子企業(yè)
1. Seed companies
（1）?上一年?duì)I業(yè)收入不低于 500萬元；
(1) The operating income of the enterprises shall not be less than 5 million yuan in the previous year.
（2）?擁有獨(dú)創(chuàng)技術(shù)。在特定細(xì)分領(lǐng)域擁有核心零部件、先進(jìn)工藝、關(guān)鍵材料或核心軟硬件生產(chǎn)技術(shù)和研發(fā)能力，擁有相關(guān) 領(lǐng)域的專利、軟件產(chǎn)品證書等；
(2) The enterprises shall possess original technologies. They?shall have the production technologies and R&D capabilities in fields such as core components, advanced processes, key materials or core software and hardware, as well as patents and software certificates in relevant fields.
（3）?具有較強(qiáng)創(chuàng)新發(fā)展?jié)撃?。生產(chǎn)技術(shù)、工藝及產(chǎn)品質(zhì)量性能處于省內(nèi)領(lǐng)先地位，具有較好的品牌影響力。核心團(tuán)隊(duì)具有 較好專業(yè)背景和較強(qiáng)生產(chǎn)經(jīng)營能力，有較強(qiáng)的研發(fā)團(tuán)隊(duì)，具有發(fā) 展成為相關(guān)領(lǐng)域國內(nèi)領(lǐng)先企業(yè)的潛力。優(yōu)先支持擁有國家級或省 部級研發(fā)機(jī)構(gòu)的企業(yè)；
(3) The enterprises shall have great innovation and development potentials. They shall outperform their peers in terms of production technologies, processes and product quality, and have big brands with good marketing clout. What’s more, they shall have a core team with good professional background and strong production and operation capability, a strong R&D team, and the potential to develop into the leaders of relevant fields. Priority support shall be given to enterprises with national or provincial R&D institutions.
（4）?市場發(fā)展?jié)摿Υ?。在研發(fā)設(shè)計(jì)、生產(chǎn)制造、市場營銷、 內(nèi)部管理等方面不斷創(chuàng)新，近三年?duì)I業(yè)收入復(fù)合增長率不低于10%；
(4) The enterprises shall have huge potentials in market development. They shall make continuous innovations in R&D, design, manufacturing, marketing, internal management and other aspects, with an annual compound growth rate of operating income of at least 10% in the last three years.
（5）?近三年平均研發(fā)投入強(qiáng)度（三年研發(fā)投入總和/三年?duì)I業(yè)收入總和）不低于 4%;
(5) The average R&D investment ratio in the last three years (total R&D investment for the past three years/total operating income for the past three years) shall not be less than 4%;
（6）?優(yōu)先支持獲得國家級創(chuàng)新創(chuàng)業(yè)大賽優(yōu)秀獎（含）以上名次，或獲得省級創(chuàng)新創(chuàng)業(yè)大賽三等獎（含）以上名次企業(yè)；優(yōu) 先支持獲得國家級或省部級科技獎勵、承擔(dān)國家級或省部級科技 計(jì)劃項(xiàng)目（課題）企業(yè)。
(6) Priority support shall be given to enterprises that have won the consolation prize (inclusive) or above in national innovation and start-up competitions, or the third prize (inclusive) or above in provincial innovation and start-up competitions, and also to enterprises that have won national or provincial science and technology awards and undertake national or provincial science and technology projects (tasks).
2.?瞪羚企業(yè)
2. Gazelle enterprise
（1）?成長速度快。企業(yè)近三年?duì)I業(yè)收入和凈利潤均保持正增長。
(1) The enterprises shall feature rapid growth. The operating income and net profit of these enterprises shall remain a positive growth for the past three years.
上一年度營業(yè)收入在 1000 萬元（含）~1 億元（不含）之間的企業(yè)，近三年?duì)I業(yè)收入復(fù)合增長率不低于 20%；
For enterprises with an annual operating income from 10 million (inclusive) yuan to 100 million (exclusive) yuan in the previous year, the compound growth rate of the operating income shall not be less than 20% in the past three years.
上一年度營業(yè)收入在 1 億元~5 億元（不含）的企業(yè)，近三年?duì)I業(yè)收入復(fù)合增長率不低于 15%；
For enterprises with an annual operating income from 100 million yuan to 500 million (not inclusive) yuan in the previous year, the compound growth rate of the operating income shall not be less than 15% in the past three years.
上一年度營業(yè)收入在 5 億元及以上的企業(yè)，近三年?duì)I業(yè)收入復(fù)合增長率不低于 10%。
For enterprises with an annual operating income of 500 million yuan or above in the previous year, the compound growth rate of operating income shall not be less than 10% in the past three years.
（2）?創(chuàng)新能力強(qiáng)。
(2) The enterprises shall have strong innovation capability.
①優(yōu)先支持擁有國家或省級研究開發(fā)機(jī)構(gòu)，近三年平均研發(fā) 投入強(qiáng)度（三年研發(fā)投入總和/三年?duì)I業(yè)收入總和）不低于 4%。
①?Priority support shall be given to those enterprises that have national or provincial R&D institutions, and whose average R&D investment ratio of the past three years (total R&D investment in the past three years/total operating income in the past three years) is not less than 4%.
②企業(yè)在其關(guān)鍵技術(shù)或主要產(chǎn)品（服務(wù)）上具有較強(qiáng)技術(shù)優(yōu) 勢，近三年內(nèi)取得相關(guān)產(chǎn)業(yè)領(lǐng)域內(nèi)的自主知識產(chǎn)權(quán)且達(dá)到以下條 件之一：發(fā)明專利授權(quán) 2項(xiàng)及以上或?qū)嵱眯滦蛯＠?6項(xiàng)及以上；軟件著作權(quán)?6 項(xiàng)及以上或集成電路布圖設(shè)計(jì)權(quán) 2 項(xiàng)及以上；國家審定（認(rèn)定、登記）農(nóng)作物及畜禽品種、國家新藥、國家中藥保護(hù)品種 2 項(xiàng)及以上；主導(dǎo)制定國際、國家或行業(yè)標(biāo)準(zhǔn) 1 項(xiàng)及以上。
②?The enterprises shall have a strong technological advantage in key technologies or major products (services), obtain independent IP rights in the relevant industrial fields in the last three years and meet one of the following conditions: have 2 or more invention patents, or 6 or more utility model patents; have 6 or more software copyrights, or 2 or more layout design rights of integrated circuits; have 2 or more national approved (recognized or registered) agricultural crop, livestock and poultry varieties, national new drugs, and protected traditional Chinese medicines; prepare 1 or more international, national or industry standards as the main drafter.
③研發(fā)人員占企業(yè)職工人數(shù)不低于 10%且三年復(fù)合呈正增長；優(yōu)先支持近三年內(nèi)，企業(yè)核心管理團(tuán)隊(duì)或個人獲得國家、省 人才計(jì)劃支持單位等。
③?The R&D personnel of the enterprises shall account for at least 10% of total workforce, and the annual compound growth rate shall remain positive for three years. Priority support shall be given to enterprises with the core management team or employees granted with national or provincial talent subsidies in the past three years.
3.?領(lǐng)軍企業(yè)
Leading company
（1）?發(fā)展?jié)摿Υ?。企業(yè)擁有知名品牌，產(chǎn)學(xué)研合作和國際科技合作能力較強(qiáng)，上一年?duì)I業(yè)收入原則在 5 億元以上，企業(yè)研發(fā)投入、主營業(yè)務(wù)收入、實(shí)繳稅金和凈利潤等主要經(jīng)濟(jì)指標(biāo)近三年保持復(fù)合正增長。南繁、深海、航天領(lǐng)域企業(yè)可適當(dāng)放寬條件。
(1) The enterprises shall have huge development potentials. They shall have well-known brands, industry-academia-research cooperation projects and strong capacities in international scientific and technological cooperation. The operating income in the previous year shall be above 500 million yuan, and the annual compound growth rate of main economic indicators such as R&D investment, main business income, paid tax and net profit of the enterprises shall remain positive in the past three years. These conditions can be relaxed for enterprises in the seed breeding, deep-sea and aerospace industries as appropriate.
（2）?創(chuàng)新能力強(qiáng)。擁有自主研發(fā)核心知識產(chǎn)權(quán)，并具有持續(xù)的知識產(chǎn)權(quán)創(chuàng)造和成果轉(zhuǎn)化能力。建有省級以上企業(yè)研發(fā)機(jī)構(gòu)， 具備較完善的研發(fā)管理體系，已交社保一年以上的專職研發(fā)人員一般在 30人以上，科研設(shè)備（含軟硬件）原值總額 1500萬元以上（數(shù)字經(jīng)濟(jì)領(lǐng)域可放寬條件），近三年研究開發(fā)費(fèi)用總額占同期銷售收入總額的比例一般不低于 3%。
(2) The enterprises shall have strong innovation capability. They shall possess independently developed core IP rights, and have the ability to create and transform the results of IP rights on a continuous basis. The enterprises shall have R&D institutions at the provincial level or above, a sound R&D management system, more than 30 full-time R&D personnel with social insurance paid for more than one year. The total original value of research equipment (including software and hardware) shall be of more than 15 million yuan (this condition can be relaxed for enterprises in the digital economy field), and the ratio of total R&D expenditures to total sales revenue in the last three years shall not be less than 3% generally.
（3）?產(chǎn)業(yè)創(chuàng)新引領(lǐng)作用強(qiáng)。具有顯著的產(chǎn)業(yè)鏈創(chuàng)新輻射帶動作用，成為帶動并形成區(qū)域特色產(chǎn)業(yè)的龍頭企業(yè)或成為集聚科 技人才創(chuàng)業(yè)的重要基地。
(3) The enterprises shall have strong leadership in industry innovation. They shall play a significant role in driving innovations in the industrial chain, become a leading enterprise driving the formation and development of regional special industries, or an important base for gathering scientific and technological talents for start-ups.
（4）?上市前景好。符合國家戰(zhàn)略、掌握核心技術(shù)、市場認(rèn)可度高，屬于互聯(lián)網(wǎng)、大數(shù)據(jù)、云計(jì)算、人工智能、軟件和集成 電路、高端裝備制造、生物醫(yī)藥等高新技術(shù)產(chǎn)業(yè)和戰(zhàn)略性新興產(chǎn) 業(yè)，同行業(yè)競爭中處于相對優(yōu)勢地位。
(4) The enterprises shall have good market prospects. They?shall comply with national strategies, master core technologies, have high market recognition, engage in high-tech industries such as the Internet, big data, cloud computing, artificial intelligence, software and integrated circuits, high-end equipment manufacturing, biomedicine and other strategic emerging industries, and take an?advantageous position in competition with peers.
（5）?優(yōu)先支持牽頭組織實(shí)施國家科技計(jì)劃項(xiàng)目或省內(nèi)重大科技計(jì)劃項(xiàng)目企業(yè)；優(yōu)先支持獲國家科技獎勵或省部級科技獎勵 二等獎（含）以上企業(yè)；優(yōu)先支持主導(dǎo)制定國際、國家或行業(yè)標(biāo) 準(zhǔn)的企業(yè)。
(5) Priority support shall be given to enterprises leading the implementation of national or provincial science and technology projects, or enterprises that have won consolation prize or above in national innovation and start-up competitions, or the second prize (inclusive) or above in provincial innovation and start-up competitions, or enterprises preparing international, national or industry standards as the main drafter.
四、入庫管理要求
IV. Requirements on Admission Management
（一）申請入庫程序。省科技管理部門發(fā)布年度入庫申請通知，企業(yè)向各市、縣、洋浦經(jīng)濟(jì)開發(fā)區(qū)（以下簡稱“各市縣”）科技管理部門提出申請并提交申請材料，經(jīng)市縣科技管理部門初審 并做出推薦意見后，報(bào)省科技管理部門。
(I) Application procedure for admission. Provincial science and technology authorities shall issue an annual admission application circular. The enterprise shall submit an application,?and application materials to the science and technology authorities of cities, counties and Yangpu Economic Development Zone (hereinafter referred to as “cities and counties”), and after the preliminary review, the science and technology authorities at municipal and county levels?shall submit such application and materials, together with their recommendation opinions, to the provincial science and technology authorities.
省科技管理部門組織專家進(jìn)行評審，經(jīng)行政決策后，擇優(yōu)進(jìn)行公示，公示無異議，“種子企業(yè)”由海南省科技管理部門授予“海南省高新技術(shù)種子企業(yè)”；“瞪羚企業(yè)”報(bào)海南省以超常規(guī)手段打贏科技創(chuàng)新翻身仗工作專班審定后，授予“海南省高新技術(shù)瞪羚企業(yè)”；“領(lǐng)軍企業(yè)”報(bào)省政府審定后，由省政府授予“海南省高新技術(shù)領(lǐng)軍企業(yè)”。
The provincial science and technology authorities?shall organize experts for review. After the administrative decision is made, the information on the decided enterprises shall be disclosed. If no any objection is raised after the public disclosure, the “seed enterprise” shall be accredited as “High-tech Seed Enterprise of Hainan Province” by the science and technology authorities of Hainan Province; the “gazelle enterprises” shall be accredited as “High-tech Gazelle Enterprise of Hainan Province” with the approval from the Working Group for winning the science and technology innovation battle by extraordinary means; the “l(fā)eading enterprise” shall be awarded as “High-tech Leading Enterprise of Hainan Province” with the approval from the People's Government of Hainan Province.
（二）入庫企業(yè)有效期及評估要求。經(jīng)批準(zhǔn)入庫的種子企業(yè)、 瞪羚企業(yè)、領(lǐng)軍企業(yè)有效期為三年，企業(yè)應(yīng)在有效期滿前三個月內(nèi)主動向省科技主管部門提出評估申請，并提交申請材料。不提出評估申請或評估不通過的，其資格到期自動失效。
(II) Requirement on validity period and assessment for enterprises admitted in the Incubator. The validity period of the seed enterprises, gazelle enterprises and leading enterprises approved to be admitted in the Incubator is three years, and these enterprises shall take the initiative to submit an assessment application and relevant application materials to the provincial science and technology authorities within three months before the expiry of the validity period. Enterprises failing to submit an assessment application or pass the assessment will lost their eligibility automatically upon the expiry of the validity period.
（三）退出機(jī)制。已入庫的種子企業(yè)、瞪羚企業(yè)、領(lǐng)軍企業(yè) 有下列行為之一的，取消其資格，對被取消資格的企業(yè)，三年內(nèi) 不再受理入庫申請。
(III) Withdrawal mechanisms. Any?seed enterprise, gazelle enterprise or leading enterprise that has been admitted in the Incubator will be disqualified if it has any of the following behaviors, and the disqualified enterprise will not be allowed to apply for admission into?the Incubator for three years:
1.?在申請入庫過程中存在嚴(yán)重弄虛作假行為；
1. Serious falsification in the application process for admission;
2.?發(fā)生重大安全、重大質(zhì)量事故或有嚴(yán)重環(huán)境違法行為；
2. Major safety or quality accidents or serious environmental violations;
3.?未及時報(bào)備運(yùn)營過程中發(fā)生重大事項(xiàng)變化（如更名、分立、合并重組等），或連續(xù)兩年未報(bào)送工作總結(jié)；
3. Failure to report major changes in the operation course (e.g., name change, split, merger and reorganization, etc.) in a timely manner, or failure to submit a work summary for two consecutive years.
4.?發(fā)生嚴(yán)重科研不端及嚴(yán)重違規(guī)違法等行為的；
4. Serious scientific misconducts and serious violations against the laws;
5.?發(fā)展?fàn)顩r差，不符合相關(guān)認(rèn)定條件的;
5. Poor development status and non-compliance with relevant accreditation conditions;
6.?不再具有高新技術(shù)企業(yè)資格的。
6. Disqualification as high-tech enterprises.
五、培育和支持措施
V. Incubation and Supporting Measures
（一）加強(qiáng)對接服務(wù)。建立企業(yè)“科技特派員”制度，對“精 英行動”入庫企業(yè)優(yōu)先選派企業(yè)“科技特派員”，并給予一定財(cái)政 ?經(jīng)費(fèi)資助，推動高等院所、科研院所與入庫企業(yè)對接，加強(qiáng)對企 業(yè)科技創(chuàng)新服務(wù)。各級科技管理部門對領(lǐng)軍企業(yè)實(shí)行重點(diǎn)聯(lián)系制 度，對瞪羚企業(yè)、種子企業(yè)加強(qiáng)聯(lián)系服務(wù)，不定期召開座談會， 宣傳有關(guān)政策，傾聽企業(yè)需求，協(xié)調(diào)解決企業(yè)發(fā)展過程中存在的 困難和問題。
(I) Strengthening the docking service. The “science and technology commissioners” system shall be established, and enterprises admitted in the Incubator and under the “Elite Action” shall be first assigned with a “science and technology commissioner”, and granted with a certain amount of financial support to promote the docking with colleges, universities and research institutes, and strengthen the science and technology innovation services. Science and technology authorities at all levels shall have implemented a key contact system for leading enterprises, strengthened contact services for gazelle enterprises and seed enterprises, and hold occasional seminars to publicize relevant policies, listen to the needs of enterprises, and provide solutions to difficulties and problems in the development process of these enterprises.
（二）加大入庫企業(yè)培育支持力度。加大對入庫企業(yè)研發(fā)投入的支持力度，在落實(shí)《海南省促進(jìn)高新技術(shù)企業(yè)發(fā)展若干措施》《海南省以超常規(guī)手段打贏科技創(chuàng)新翻身仗三年行動方案（2021-2023）年》基礎(chǔ)上，按《海南省促進(jìn)經(jīng)濟(jì)高質(zhì)量發(fā)展若干 ?財(cái)政政策》分類別對入庫企業(yè)給予研發(fā)投入獎勵，鼓勵入庫企業(yè) 加大研發(fā)投入力度，同級同類別的獎勵資金按就高不重復(fù)原則支 持。全面落實(shí)研發(fā)費(fèi)用加計(jì)扣除、高新技術(shù)企業(yè)、技術(shù)先進(jìn)型服 務(wù)企業(yè)稅收政策，激發(fā)企業(yè)創(chuàng)新內(nèi)在動力。
(II) Increasing support for the incubation of enterprises admitted in the Incubator. The support for R&D investment shall be increased for enterprises admitted in the Incubator. Based on the implementation of Several Measures to Promote the Development of High-tech Enterprises in Hainan Province?and the Three-Year Action Plan for Winning the Science and Technology Innovation Battle by Extraordinary Means in Hainan Province?(2021-2023), R&D investment subsidies shall be given to enterprises admitted in the Incubator in accordance with Several Fiscal Policies to Promote High-Quality Economic Development in Hainan Province, encouraging the enterprises admitted in the Incubator to increase R&D investments. The subsidies of the same level and type shall be granted to enterprises on a “whichever is higher” basis and in a “non-repetition” principle. The tax policies on the pre-tax deduction of R&D expenditures for R&D expenses, shall be fully implemented on high-tech enterprises and technologically advanced service enterprises to stimulate the intrinsic motivation of enterprises to make innovations.
（三）加大對入庫企業(yè)科技創(chuàng)新支持。優(yōu)先支持入庫企業(yè)設(shè) 立省級重點(diǎn)實(shí)驗(yàn)室、技術(shù)創(chuàng)新中心等省級創(chuàng)新平臺，優(yōu)先支持入 庫企業(yè)申報(bào)國家財(cái)政科技計(jì)劃，優(yōu)先承擔(dān)省級財(cái)政科技計(jì)劃項(xiàng)目 等，加強(qiáng)產(chǎn)業(yè)前沿、顛覆性技術(shù)研發(fā)和技術(shù)交叉融合創(chuàng)新，突破 制約產(chǎn)業(yè)發(fā)展的“卡脖子”問題，搶占產(chǎn)業(yè)競爭先機(jī)，掌握發(fā)展主動權(quán)。
(III) Increasing support for science and technology innovation for enterprises admitted in the Incubator. Priority support shall be given to the enterprises in the Incubator to establish provincial key laboratories, technology innovation centers and other provincial innovation platforms, and to the enterprises in the Incubator which apply for national financial science and technology programs and undertake provincial financial science and technology projects, so as to strengthen the cross fusion and innovations of the cutting-edge and disruptive R&D and technologies, and break through the “bottleneck” problems that restrict industrial development, and help enterprises to seize the first opportunity of industrial competition and master initiative in development.
（四）強(qiáng)化科技金融支撐。對入庫企業(yè)加強(qiáng)宣傳動員和業(yè)務(wù) 培訓(xùn)，在企業(yè)自愿申報(bào)基礎(chǔ)上，確定一批符合海南自由貿(mào)易港重 點(diǎn)產(chǎn)業(yè)定位、發(fā)展前景較好、有一定市場競爭力、公司治理規(guī)范 的企業(yè)入庫。支持擁有關(guān)鍵核心技術(shù)、科技創(chuàng)新能力突出的企業(yè) 在科創(chuàng)板上市。支持成長型創(chuàng)新創(chuàng)業(yè)企業(yè)在創(chuàng)新板上市。支持初 創(chuàng)型、創(chuàng)新型中小企業(yè)在新三板掛牌，鼓勵企業(yè)進(jìn)入創(chuàng)新層、精 選層并轉(zhuǎn)板上市。省科技成果轉(zhuǎn)化投資基金、“瓊科貸”等要優(yōu)先 ?支持符合條件的入庫企業(yè)，優(yōu)先將入庫企業(yè)納入到創(chuàng)新券服務(wù)機(jī) 構(gòu)名錄，加大扶持力度。
(IV) Strengthening financial support for science and technology finance projects. The publicity and training for the enterprises admitted in the Incubator shall be strengthened. Based on the voluntary application of enterprises, a group of enterprises that are in line with Hainan's key industrial positioning and have good development prospects, market completeness and sound corporate governance shall be admitted to the Incubator. The enterprises shall be supported to have core technologies and develop outstanding technological innovation capabilities, and to go public on the Science and Technology Venture Board. The growth-oriented innovative and start-up enterprises shall be supported to be listed on the Innovation Board. Start-up and innovative SMEs shall be supported to be listed on NEEQ, and encouraged to be listed on the innovative layer, then the selected layer, and the Board. The Provincial Investment Fund for Transformation of Scientific and Technological Achievements and the “Qiong Ke Dai” shall give priority to support eligible enterprises in the Incubator, and include these enterprises in the list of innovation voucher service institutions to expand the support scope.
（五）強(qiáng)化人才支撐。優(yōu)先支持入庫企業(yè)人才承擔(dān)省級相關(guān)科技計(jì)劃，在國內(nèi)外高層次人才引進(jìn)等方面給予積極支持，培育 造就一批戰(zhàn)略科技人才、科技領(lǐng)軍人才、青年科技人才和高水平 創(chuàng)新創(chuàng)業(yè)團(tuán)隊(duì)，提升人力資源與實(shí)體經(jīng)濟(jì)、科技創(chuàng)新、現(xiàn)代金融 的協(xié)同發(fā)展水平。
(V) Strengthening the talent support. Priority talent support shall be given for enterprises in the Incubator to undertake provincial scientific and technological plans. In addition, active supports shall be given for the introduction of high-level talents at home and abroad, to foster a number of strategic scientific and technological talents, leading scientific and technological talents, young scientific and technological talents, and high-level innovation and start-up teams, and enhance the synergistic development of enterprises in terms of human resources, real economy, scientific and technological innovations and modern finance.
六、組織實(shí)施
VI. Organization and Implementation
（一）完善培育工作體系。科技廳負(fù)責(zé)全省入庫企業(yè)評選工 作，指導(dǎo)市、縣開展入庫企業(yè)培育；各市、縣科技部門結(jié)合自身 產(chǎn)業(yè)基礎(chǔ)及優(yōu)勢，制定本地區(qū)精英行動落實(shí)計(jì)劃、企業(yè)培育方案 及扶持措施，擇優(yōu)選擇一批具備一定條件企業(yè)進(jìn)行幫扶，為培育 企業(yè)開展全流程、專業(yè)化服務(wù)，推動其加快成長。
(I) Improving the work system for enterprise incubation. The Department of Science and Technology?shall be responsible for the assessment and selection of enterprises to be admitted in the Incubator in Hainan, and guide cities and counties in the incubation of enterprises in the Incubator; the science and technology authorities at municipal and county levels shall, while taking into account their own industrial bases and advantages, formulate plans for the implementation of the Elite Action, enterprise incubation programs and supporting measures in their jurisdiction, select a group of enterprises to be supported, and provide full-process and professional services for the enterprises admitted in the Incubator to accelerate their growth rate.
（二）定期開展評估總結(jié)。加強(qiáng)對入庫企業(yè)培育情況的評估，科學(xué)跟蹤反映入庫企業(yè)發(fā)展態(tài)勢，不定期發(fā)布企業(yè)動態(tài)研究、政 策實(shí)施效果等專題報(bào)告信息，系統(tǒng)、科學(xué)評估培育成果。各市、縣科技主管部門應(yīng)建立和完善入庫企業(yè)運(yùn)行監(jiān)測機(jī)制，及時掌握 培育企業(yè)運(yùn)行動態(tài)，督促轄區(qū)內(nèi)的入庫企業(yè)報(bào)送上年度工作總結(jié) 和本年度發(fā)展計(jì)劃。
(II) Conducting regular evaluation summaries. The assessment on the incubation of enterprises in the Incubator shall be enhanced.The scientific tracking results reflect the development of the enterprises in the Incubator, and the information on enterprises, policy implementation effects and other special reports shall be published from time to time, so as to systematically and scientifically assess the incubation results. The competent science and technology authorities at municipal and county levels shall establish and improve the appropriate mechanism to monitor the operation of the enterprises admitted in the Incubator, keep abreast of the operational dynamics of the enterprises admitted in the Incubator, and urge the enterprises admitted in the Incubator within their jurisdiction to submit a work summary for the previous year and a development plan for the current year.
（三）嚴(yán)格組織管理。各市、縣科技主管部門加強(qiáng)申報(bào)入庫過程管理，充分了解和掌握申報(bào)企業(yè)發(fā)展情況，嚴(yán)格按照標(biāo)準(zhǔn)條件，做好篩選審查工作，對申報(bào)中弄虛作假和截留、挪用、擠占、 騙取資金等行為，立即取消申報(bào)資格，并納入科研信用記錄。
(III) Strengthening organization and management. The competent science and technology authorities at municipal and county levels shall strengthen the management of the admission application process, fully understand and grasp the development of the enterprises making an admission application, screen and review these enterprises by strictly following the relevant criteria, and immediately disqualify enterprises with acts such as falsification, embezzlement, misappropriation and diversion of special funds, and include them in the credit records of scientific research.
（四）加大培育宣傳力度。加大對入庫企業(yè)的宣傳，提升企業(yè)知名度和影響力，并選擇一批典型經(jīng)驗(yàn)，進(jìn)行示范推廣。各市、 縣科技部門負(fù)責(zé)面向廣大科技型企業(yè)、高校院所和科研人員加大最新科技創(chuàng)新扶持政策的宣講普及和新聞宣傳工作，為企業(yè)開展技術(shù)創(chuàng)新、應(yīng)用創(chuàng)新、服務(wù)創(chuàng)新和商業(yè)模式創(chuàng)新營造良好的政策環(huán)境。
(IV) Increasing efforts to promote incubation. Greater efforts shall be made to increase the publicity of the enterprises admitted in the Incubator, enhance their popularity and influence, and demonstrate and promote typical cases. The science and technology authorities at municipal and county levels shall be responsible for increasing the publicity of the latest science and technology innovation support policies for most technology-based enterprises, colleges, universities and research institutes and researchers, to create a favorable policy environment?for enterprises to carry out innovations in technologies, applications, services and business models.
本方案自 2021 年 10 月 3 日起施行，有效期五年。
This Plan shall remain in force for five years from October 3, 2021.
